OCRS Intelligence

We Don't Just Keep You Compliant.
We Make You a Ghost.

Every HGV on UK roads has an invisible score. It determines whether DVSA targets your vehicles. Fleetguard actively manages your OCRS so enforcement cameras pass you by.

What is the OCRS?

The Operator Compliance Risk Score (OCRS) is a hidden scoring system maintained by DVSA for every operator with vehicles over 3.5 tonnes. It is calculated from your roadside check results, MOT failure rates, and prohibitions issued to your vehicles.

DVSA enforcement officers and ANPR cameras use OCRS to decide who to stop. A red or amber score flags your fleet as a target. A green score tells the system to move on.

Most small operators have no idea their OCRS exists. Some don't even know they have one.

What Your OCRS Score Means

🔴

Red OCRS

High risk. DVSA will prioritise stopping your vehicles. Increased likelihood of prohibition, fixed penalty, and referral for investigation.

🟠

Amber OCRS

Elevated risk. Your vehicles are on the enforcement radar. More frequent stops, closer scrutiny, higher chance of escalation.

🟢

Green OCRS

Low risk. DVSA systems deprioritise your fleet. You become a ghost, passing through enforcement checkpoints without being targeted.

How Fleetguard Manages Your OCRS

Most compliance services tell you when your MOT is due. That is reactive. Fleetguard takes a different approach — we actively track the factors that feed your OCRS and manage them before they damage your score.

The Fleetguard OCRS Protocol

  1. Baseline check — we pull your current OCRS from the DVSA VOL portal when you onboard
  2. Root cause identification — we identify what is dragging your score down (failed MOTs, prohibitions, missed PMIs)
  3. Compliance calendar — every vehicle and driver is tracked against DVSA's scoring criteria, not just legal minimums
  4. Quarterly OCRS review — we check your score every quarter and report the trend in your RAG report
  5. Incident management — if a vehicle gets a roadside prohibition, we help you respond correctly to minimise the score impact

The goal is not just compliance. The goal is a green OCRS that makes your fleet effectively invisible to routine enforcement targeting. Ghost status.

The Road to Earned Recognition

DVSA's Earned Recognition (ER) programme formally recognises operators who consistently demonstrate the highest compliance standards. ER operators are largely removed from routine roadside enforcement.

Currently aimed at larger operators, ER represents the ultimate destination for any fleet. Fleetguard Premium clients are managed to ER-aligned standards, meaning when the programme expands to smaller operators, you will already qualify.

Ghost status today. Earned Recognition tomorrow.
